As hard as they try, some women are unable to achieve their personal goals as they fall "between the cracks" of assistance from agency services. Working to alleviate that problem and help these women, The Rosie Fund was established in 2004. It was chartered through the Community Foundation of Kankakee River Valley, and its mission statement adopted:

"The Rosie Fund exists to channel financial resources to existing not-for-profit organizations for the express purpose of alleviating unmet needs of women in Kankakee County that are not funded through other traditional financial resources."
